Method
 

Preparation
  1. Whisk together flour, cocoa powder, baking powder, and salt in a medium bowl; set aside.
  2. In a large bowl, whisk together granulated sugar, vegetable oil, eggs, and vanilla extract until well combined.
Mixing and Chilling
  1. Gradually add the dry ingredients to the wet ingredients, mixing until just combined and no streaks of flour remain.
  2. Cover the dough and chill in the refrigerator for at least 30 minutes, or until firm enough to handle.
Baking
  1. Preheat oven to 350°F (175°C) and line baking sheets with parchment paper.
  2. Place confectioners' sugar in a shallow bowl. Roll tablespoon-sized portions of dough into balls, then roll each ball generously in the confectioners' sugar to coat completely.
  3. Place coated dough balls 2 inches apart on the prepared baking sheets and bake for 9-12 minutes, or until the edges are set and the centers are still slightly soft.
  4. Let cookies cool on the baking sheets for a few minutes before transferring them to a wire rack to cool completely.

Notes

For extra chocolate flavor, add 1/2 cup of chocolate chips to the dough with the dry ingredients. Ensure the dough is thoroughly chilled to prevent excessive spreading during baking.
